Since no one knew what she looked like, she was to pretend to not be the famous assassin she is. Celaena has to pretend to be a petty jewel thief who could never actually protect herself. She is referred to as a "little lady", and consistently mistreated. It is extremely common for women to work. Sometimes the dad stays at home with the children. People are starting to get better when it comes to guys wearing makeup and women doing jobs that mostly men do. We're not all the way there yet.
