         <description><![CDATA[<div>-often described as the ' in or out ' scheme&nbsp;<br>-If the person passes the means test they are eligible for legal aid&nbsp;<br>-If they don't pass the means test they are ineligible for legal aid and so have to pay for legal representation privately&nbsp;<br>-People pass the means test automatically if: they're on income support; are under 16 or if they're under 18 and in full time education&nbsp;<br>-The means test starts for everyone else with a calculation of gross annual income&nbsp;<br>- If they're income is too high, they don't qualify and if they're income is below a certain level they do<br>&nbsp;- Those in the middle bracket are further tested to see if their disposable income is above the set limit- those that are don't qualify&nbsp;<br>-If their disposable income is below the very low set limit they qualify&nbsp;<br>-Only around a quarter of adults qualify for this kind of legal aid</div>]]></description>
