It means that they are safe away from everything but they starve to death and the capitol does not care about it

That the poor people will get the worst of the reaping system since their names get entered more often.

"but the money ran out and we were slowly starving to death" - Page 33
It is unfair for an 11 year old to be looking after a family

"I stared at the loaves in disbelief" -Page 37
It means that it has got to the point that when she gets food she struggles to believe its real

This means that there not fortunate enough to run hot water through a tap and that they have to boil it.

- This shows that the capitol is "trapping" the District 12 citizens away from the other areas and are restricting their freedom

"Each of the twelve districts must provide one girl and one boy, called tributes to participate. ... Over a period of several weeks, the competitors must fight to the death." page 21-22
- This quote shows that the capitol are able to take children from their homes to fight to the death, this violates their rights and shows that they have control.

""Look how we take your children and sacrifice them and there's nothing you can do. If you lift a finger, we will destroy every last one of you"" page 22
- This quote shows that that the capitol have so much control that they are able to take people's children and pit them against each other in a fight to the death and nobody can do anything about it or they will be punished.

“It’s the richest place I’ve ever been in, with thick, deep carpets" -  this quote shows that people who aren't wealthy have never experienced great wealth. No figurative language.

"His expression brightens at the treat. "Thank you, Prim. We'll have a real fast." - demonstrated by the quote " we'll have a real feast" this shows that the citizens of district 12 have never been exposed to any of the foods that wealthier people may eat, in modern day society people would usually consider something like chocolate a treat, but in this dystopia something as simple as bread and cheese is considered a feast.

This means that the people of district 12 are starving to death, but the peacekeepers and the capitol do not care about the fact that they are starving. Uses sarcasm

This shows that the people of district 12 are very poor

"once its in the soup its called beef" (p13)
this quote is talking in regards to them putting dog in the soup and calling it beef, it  reveals that the conditions of district 12 are very poor and that they would do anything for food.

"the reaping system is unfair, with the poor getting the worst of it" (p15)
This quote explains that if you sign up for the tesserae to get food (which people like Katniss' and gales family need) your name will be entered 42 times by the time you are 18

"its the capitols advantage to have us divided among ourselves" (p16)
This quote reveals that the capitol want hatred between people in the district

"I protect prim in every way i can, but i am powerless against the reaping" (p18)
This shows that the capitol have control over the reaping and that you cant do much to change the result

"attendance is mandatory unless you are on deaths door. this evening officials will come around and check to see if this is the case. if not you'll be imprisoned" (19)
this shows injustice as if you don't follow the orders of the capitol you will be  imprisoned.

"if we had to choose between dying of hunger and a bullet in the head, the bullet would be much quicker" (p20)
This reveals that they would rather die quickly than die over hunger.

"look how we take your children and sacrifice them and there's nothing you can do. If you lift a finger we will destroy every last one of you. Just as we did in district thirteen"
This shows that if they were to rebel again they would have little chance of surviving.

(The districts can't even afford to have hot water, while the Capitol can easily afford this luxury - and on a train no less)

(Katniss has never been able to taste such luxuries, having a hot chocolate is a first for her - another luxury which the riches of the Capitol can afford)

(The Capitol has thrown the tributes into a wasteland, basically sending them to their death. They didn't ask to be sent to their deaths, but the Capitol forced them to freeze to death)

"But here's the catch. Say you are poor and starving as we were. You can opt to add your name more times in exchange for tesserae" pg15
(As much of the poorer districts would be opting their name in more and more for this tesserae (food), the poorest are much more likely to be sent into the Hunger Games. And the poor aren't really fit enough to actually have a chance in the hunger games. That the Capital has complete control over the districts and they can do anything to them to and the districts can't do anything else.

They constantly live in fear after knowing what happen to district 13 and now have to do everything the capital has or the capital will make another district 13.

She wants to protect her sister but with the control of the capital there is a every slim chance that she can.

"Attendance is Mandatory unless you are on death's door" Pg 19

This meaning that unless you are dying you have to go for the attendance so that the Capital knows how many are in each district.

This meaning that The capital does not want them to leave but to stay and work for him

- People who are picked for the reaping in other districts is a great honour for them because they're risking their lives for their district and are eager to even die

"it was considered very anticlimactic in the capitol, all those quiet bloodless deaths." - pg 48
- All the deaths that occurred in the hunger that were bloodless and quiet wasn't amusing for the capitol.

- This shows that they don’t want anyone to leave they have to stay and work for the president

- Because the president doesn’t care for his people he doesn’t feed them so most people would rather die from a bullet than hunger

-  Because people don’t want to die in the hunger games no-one would help othesr they wants to save their own skin

-  only one person is the winner in the hunger games, so it is very unlikely for Katniss to win/come out alive

- The capitol used animals that helped them to kill or get information from their enemies and they used smart animals that were usable.

This shows that everyone in district 12 is trapped there, and are given no freedom. They are completely trapped in their town, and are killed if they try leave.

This means that they have no freedom and are not allowed to roam around because of the strict rules enforced by the capitol.
