I think a good approach is to have an annual vehicle registration charge that is related to the vehicle's rated fuel consumption per 100km. Here in Corner Brook we have an e-bike rental program, and it's a great way to get light exercise while getting to work. Biking is usually a major work-out due to all the hills, but e-bikes get around that problem so you don't arrive at work sweaty and tired.
