Well, I know when I was in high school most of my math teachers wouldn't let us use a calculator for everything. I'm sure some still don't. But as everything is becoming more techy and convenient, I can see why you think this would be a problem. I looked up the app Graph Lock that way the students can get on their phone while using a calculator, but it locks down other apps so they are concentrated. This solves a technology problem because most students already have phones and that way you or the school don't have to buy calculators. But I would have a time or sections in their homework for calculator use and then for non calcuator use. Sadly this is all I could think of.

I believe with proper instruction in the classroom you as the teacher could always make sure that the calculator is only used when needed. Both should definitely continue to be incorporated into the classroom.
