         <description><![CDATA[<div>I belive that HALE is the most effective as it is one of the only composite indicators whereas other indicators only focus on one aspect of health. Eg. an indicator like doctors per 1000 does not take into account the quality of healthcare received. </div>]]></description>

         <description><![CDATA[<div>i think HALE is the best indicator because it considers the diseases that people have, and how much it decreases the lifespan of the population. Other indicators, such as infant mortality rate, is too specific to one demographic, and doesn't give us a holistic impression of a country. </div>]]></description>

         <description><![CDATA[<div>I think that access to sanitation is the most effective indicator because it has strong correlations with other indicators like access to clean water and level of healthcare, plus it is one of the easier ones to quantify and set goals for (e.g. raise access to 95% of population). However, it doesn't account for regional disparities or the quality.</div>]]></description>
