A word has never been spoken between the two of them. It is suspected by Winston that O`Brien is a secret member of the brotherhood, even though he is a member of the inner party.

Even though he is a Party member, he doesn’t believe in the Party’s ideology. Secretly he wants to rebel against the Party, and believes there is a secret organisation called the Brotherhood that plans to overthrow the Party. Winston believes O`Brien could become his first real friend because their opinion of the Party is similar. O’Brien is a member of the Inner Party, and even though they have never spoken to each other, Winston suspects that O’Brien is in fact a secret member of the Brotherhood.
