Speaker of the House-Leader of the House of Representatives, preside over house, make key appointments 
President of the Senate- Lieutenant Governor, only votes to break a tie

Pro tempore- preside over the house and makes key appointment for the senate 
Pro tempore & speaker appoint people to standing comittee (senators want to be on comittee's that are relevant to where they preside)
