1954: Geneva Accords enacted that temporarily split Vietnam into North and South. 

However, southern leader Ngo Dinh Diem, a strong anti-communist, refused to hold elections which would have led to the north communists winning. America decided to interfere, per the Truman Doctrine, in the south and halt elections. 

1961: Eisenhower leaves office but Diem is facing a full-scale guerrilla by the communist-led National Liberation Front.
