The creation of the State of Israel in  1948 was one of the most controversial issues tackled by the United Nations at the height of the Cold War. Many states at that time including the Philippines were against the UN  Partition Plan which will divide  Palestine into two.

The UN Permanent Representative of the Philippines at that time was
General Carlos P. Romulo. According to Romulo, he had
discussed the issue with then
President Manuel Roxas, who was also against the creation  of the  State of Israel for the reason  that he believed “partitioning would mean potential danger in the peace
of the world, and the Arabs would never accept it. Gen.Romulo, on his part, felt that “to carve out  a  country from an already populated
land would create a  trouble  spot  that would continue to fester, which it has.”
