They discussed the fate of Germany for eight days, in the end they all agreed to divide Germany into four zones. One for each, the Americans, British, Soviets and the French. FDR and Churchill expected all the zones to come together with time. Stalin promised to permit free elections and join the war against Japan.

FDR's goal was to create the United Nations which was a new "world peace keeping organization". The US is most responsible since they were the ones that dropped the bomb. The United States provided $400 million in aid which reduced the danger of communism in those regions.

The United States prevented Turkey and Greece to be influenced by Communism by providing aid. On April 4, 1949,  Belgium, Denmark, France, Great Britain, Iceland, Italy, Luxembourg, the Netherlands, Norway, and Portugal joined forces with the United States and Canada to form an Alliance called the North Atlantic Treaty Organization (NATO). If any member was attacked they pledged military support.

The NATO was an alliance that would benefit the United States and the other ten countries that were a part of it. It was a way to keep Communism from spreading. Albania was removed because they turned to China for aid and trade, East Germany left and reunited with West Germany. President Kennedy addressed the people, saying that the US would use military force if need be, to neutralize the threat. After the speech people feared that nuclear was was coming. This was solved when the US made a deal with the Soviet Union to remove Cuban missiles if the US didn't invade Cuba, and a secret deal for the US to remove missiles in Turkey.

Then the war ended in 1975 when the communist party took control of the city of Saigon, making Vietnam a Socialist Republic.

The majority responsible was the US. The US was helping fight this war, and their involvement was crucial up until the end of the war.
