On the 1st of May in 1974, Juan Domingo Perón, who was serving his third term as the President of Argentina, delivered a significant speech. This speech was addressed to the Congress of the Nation during its 99th period of ordinary sessions. In his speech, Perón addressed the workers and emphasized the importance of unity and vigilance in the face of adversity. He urged every citizen to become a vigilant observer and to act according to the circumstances. He also reassured the people that the government was aware of its objectives and would not be swayed by external influences. He passed away on the July 1st of 1974

In 1970, Perón was not in office. He was in exile during this period, having been overthrown in a coup in 1955. His third term as President did not begin until 1973, after he returned from exile. During his third term, his wife, María Estela Martínez, known as Isabel Perón, served as Vice President. Perón passed away in office in 1974.

Domingo Perón rose to power in the 1940s decade, his government was characterized by its populist nationalism which awoke certain concerns for the USA due to his closeness with leaders of the left region. The cold war influenced in the relationship between Argentina and Perón because the conflicts that stroke this war were because of the right and left dispute. There was an ideological polarization in this time period and the tensions between the occidental and oriental blocks lead to a bigger concern when Perón was leading Argentina into a comunist nation that triggered some leaders in Wanshigton.
