Step 1: Tension

For a Cold War to become hot tension needs to grow between two nations. In this case the U.S. and the USSR had a nuclear arms race. This provides tension and lot's of firepower to build up. Starting this has to start from a cause that affects the enemy. For example Stalin started testing nuclear bombs in 1949. This triggers and gives a sign to America to be careful and watchful.

As the nuclear arms race begins the two nations are becoming more powerful and dangerous. During this time new inventions could come into play. An example is in 1952-1953 both the U.S. and USSR discover and test the Hydrogen bomb. Next the U.S. creates ICBM's. The USSR tries to copy it but their missiles are neither accurate nor reliable. Examples like this can pile on more tension towards both nations.

Step 3: Unexpected Incidents

While the arms race continues unexpected incidents can occur. One famous incident in the U.S. and USSR Cold War was the B-59 submarine incident. As the Cuban Missile Crisis occurred depth charges were placed around Cuba. This triggered the B-59 to think they were live explosives. Events like this could spark a nuclear war or world war between both nations.

As all of this chaos is occurring there are hot spots. Hot spots could be areas or events that keep the "flame" in the nations wanting to attack each other. If these hot spots never existed then the "flame" could die down in both nations. This could result in both nations forming an agreement to stop. Examples of hot spots during the U.S. and USSR Cold War were the Cuban Missile Crisis and the control of communism.

Anarchy and stress piles everywhere. Anger and frustration set in. All it needs is a spark. This spark can basically start from the start of the arms race to the irritating hot spots occurring. Both nations will keep watching each other as they continue to develop. One needs to just make one mistake to set off the explosion.
