If there were more restrictions then there would be a lesser chance for people to casually spread hate speech and there is a bonus of it being written so you can back yourself up its easier, more efficient, less time consuming to have a simple law than having to go through other forms of resolution to resolve hate speech

2. in such an influential society where information is more widespread via social media limits need to come in that restrict hate against wider society

3. purpose of the law is to create a fair society so to do that we need to teach through the law to lay out what is socially acceptable at the time 
 
In a society full of snowflakes people could abuse this power and take it too far and the only difficulty is where to draw the line or stop on the restrictions as we could lose the idea of freedom. 2. the people making decisions are those who are not as affected by the issues of the modern generation thus they do not have accurate ability to 
if there are reforms to be made those making them are not knowledgeable because they are outdated

3. education is moving towards socialising people to have an awareness of it being wrong 

we don't need laws to restrict people we need laws to educate people
