      <description>Create your own quota system. You are a legislator in the small, fictional island nation of Ives. The nation is considered middle income, with development indicators that project a significant upswing in economic growth, population growth, urbanization, and industrialization in the next 20 years. The population is currently 400,000 people, and the labor market is equal parts agriculture, tourism, municipal government, and technology. The vast majority of employers in the country have fewer than 100 employees, but two multi-national technology start ups employ over 5,000 people each, and five hotel resorts have between 300-500 employees. These companies have lower rates of hiring people with disabilities (&lt;2% of their total workforce) compared with agriculture and services (&lt;8% of their workforce). There is significant concern in government circles about the technology companies moving out-of-country if tax and labor frameworks become less advantageous for them. Government jobs account for 25% of the labor market, and people with disabilities represent 12% of government employees. The employment rate is 76% for the general population, and 31% for people with disabilities. When considering people who are &quot;not actively seeking employment,&quot; the unemployment rate for people with disabilities rises to 56%. As in many other contexts, people with intellectual, developmental, and mental health disabilities have substantially lower representation across all sectors (9% employed), and have fewer of the skills and experience required for many &quot;white collar&quot; jobs.
