The Progressive Era was a series of responses to problems in American society that had grown from the growth of industry. Technically, the progressive era was a reaction to the laissez-faire economics and its emphasis on an unregulated market. Progressives were involved in both political parties. They were mainly urban, educated, middle-class Americans. Their leaders were journalists, social workers, educators, politicians, and members of the clergy. They doubted that the government could fix their problems before it fixed itself. However, the progressive era came with many reforms and changes during this time period.

Progressives saw corruption and inefficiency in city government. People who were running city departments generally knew nothing about managing city services. A commission plan was made that divided city government into several departments, with each under a commissioners control. There was also a council manager system, that employed a city manager that was hired by the city council. Texas adopted the commission system in 1901.
