This is where Structured Decision making could really help. The first few steps of SDM involve getting stakeholders together at the table and involving them throughout the process of developing values, goals and objectives, coming up with alternative strategies to get to the goals. They are there throughout the development of a quantitative model that uses scientific knowledge, expert advice, and data together with sensitivity and value of information to come up with an answer that stakeholders agree on. To me, the whole process of road to recovery is basically SDM. I suggest we model our efforts after the Rosy Finch working group and find a working group coordinator. As some of us have discussed already, this would involve getting a grant to hire someone.
