The population is only limited to two children and she explains what it feels like to be a " shadow child ." In China there are probably tons of shadow children feeling the same way the children in the book do. This helps us realize and understand that population laws do exist and they are a real thing. While reading the book we wonder what it would be like if the U.S had population laws.

The main character is luke, a third child, also known as a shadow child. He's lived his whole life in hiding. People called Barons have more privileges because they're rich. They also get more resources like junk food and pets. This connects to money=power=resources.Some symbolism is shadow=hidden and outside=free. There are other ways to deal with this problem such as, giving the resources out equally. I would say that money=power in this book.
