Two notes: 1) although the field may not have mastered how to operationalize and measure all concepts, e.g. before MRI we were not able to see the physical effects of meditation on the brain... & 2) Implicit in the question seems to be, is Psychology important or at least as important, as other scientific fields? And my answer to that is, still Yes. And it doesn't necessarily have to be "scientific" to be important. But we live in a world of categories with the need to fit into a categorical hierarchy, and thus, the continual debate and effort to make Psychology scientific. However, still nonetheless, I think it is scientific.
