         <description><![CDATA[<p>Many southerners didn't want to get rid of lynching so Roosevelt couldn't vote for it because he needed the votes of the southerners to get legislation passed. Several thousand African-Americans were killed by lynching between the 1880's and 1960's.   </p>]]></description>

         <title>Poll tax</title>

         <description><![CDATA[<p>The poll tax allowed any adult male who's father or grandfather had voted in a specific year prior to the abolition of slavery to vote without paying a tax. This means that African-Americans had to pay a tax when they voted that many couldn't afford. Roosevelt couldn't get rid of it because he needed the southern vote.</p>]]></description>
