While the overall goal was mass higher education, their primary objective was specifically tailored to expertise research in national defense/warfare. It was surprising to learn that the Ford Foundation was a major contributor to higher institutions shaping and evolving campuses. The necessarily broad range of funding precludes any overt discrimination.
