Her reasoning for writing the speech was to directly confront the fear-mongering and the division within America, therefore encouraging both sides of the audience to ease hostility towards one another and re-enter negotiations.

STEPS FOR ARGUMENT

(1-3) Introduce the topic of her argument and appear as "one of the people"
(4-5) Identify herself as not some sort of major government official, but rather a regular cog within the American machine.
(6-10) Mentions the absolute insanity of the actions people can take with little to no repercussions.
(11-15) Discusses how, in both parties, the freedom of speech is being silenced because of fear mongering.
(16-26) Once again mentions how everyone, no matter their situation, is struggling because of the harsh restrictions of free thought, and mentions her own examples within her own life for how this happened.
(27-30) Once again criticizes the government officials on both sides, so that she threads the needle and appears as more credible.
