         <description><![CDATA[<div>Between 1865 and 1895 laws were passed requiring children from 8 to 14 to attend 12 to 16 weeks of school every year. The scholar system had a lot of flaws as people were unhappy about it.  This gave opportunity to everyone to have access to education and have a chance to succeed in life. </div>]]></description>
