Rod Paige, the Secretary of the U.S. Department of Education writes to members of Congress with a vision to create the National Education Technology Plan. This plan includes students, educators, and experts of technologies voices about how technology is advancing learning experiences. This plan also includes ways in which educators can track student progress which supports the No Child Left Behind Act.

Many states began reporting increases in student achievement during 2002-2003 school year. Maryland reported that 86% of students made AYP (Adequate Yearly Progress) in reading and math. Which was 19% more than the previous year.

Another supporting piece of evidence for the No Child Left Behind Act was the increase in performance of children from poor communities and minorities. Rod Paige reports that Illinois had an increase in state math assessments by 5th grade Latinos. With an increase from 41%-76% during 2001-2004.
