         <title>15th Amendment</title>

         <description><![CDATA[<div>The 15th amendment in 1870, changed voting to open it up to all races, although some states had already done this. Congress then passed the Enforcement Acts to increase punishment on people such as the Ku Klux Klan, who tried to intimidate voters. All that being said Jim Crow laws were still around. Additionally, in 1876, United States v. Reese, the Supreme Court upheld literacy test which kept mainly African Americans from voting stating that it did not explicitly discriminate on a racial basis. </div>]]></description>
