         <description><![CDATA[<div>In November 2007, a March 2003 copy of <a href="https://en.wikipedia.org/wiki/Camp_Delta_Standard_Operating_Procedures"><em>Standard Operating Procedures for Camp Delta</em></a> detailing the protocol of the <a href="https://en.wikipedia.org/wiki/United_States_Army">US Army</a> at the <a href="https://en.wikipedia.org/wiki/Guantanamo_Bay_detention_camp">Guantanamo Bay detention camp</a> was released.<a href="https://en.wikipedia.org/wiki/WikiLeaks#cite_note-139"><sup>[139]</sup></a><a href="https://en.wikipedia.org/wiki/WikiLeaks#cite_note-140"><sup>[140]</sup></a> The document revealed that some prisoners were off-limits to the <a href="https://en.wikipedia.org/wiki/International_Committee_of_the_Red_Cross">International Committee of the Red Cross</a>, something that the US military had in the past denied repeatedly.<a href="https://en.wikipedia.org/wiki/WikiLeaks#cite_note-Reuters_15_November_2007-141"><sup>[141]</sup></a> The Guantánamo Bay Manual included procedures for transferring prisoners and methods of evading protocols of the <a href="https://en.wikipedia.org/wiki/Geneva_convention">Geneva convention</a>.<a href="https://en.wikipedia.org/wiki/WikiLeaks#cite_note-guardian230208-142"><sup>[142]</sup></a><br><br></div>]]></description>

         <description><![CDATA[<div>The Melissa Virus was created by David Lee Smith and it was disguised as a newsgroup that had adult content. When people opened the file in the newsgroup, a virus infected the computer and hijack their emails to spread the document even further. Although the FBI managed to catch the culprit, who was sentenced to 20 months of jail, $80 million was spent to remove the virus from the computers.</div>]]></description>

         <description><![CDATA[<div>In 1999, a 15-year-old north Floridian penetrated into <a href="http://www.defense.gov/">Department of Defence</a> and <a href="http://www.nasa.gov/">NASA</a> computers, James was able to enter 13 computers at the Marshall Space Flight Centre in Huntsville, Alabama. While there, he stole data and downloaded $1.7 million in NASA proprietary software used to support the International Space Station’s physical environment, including control of the temperature and humidity within the living quarters. After the illegal entry was discovered, NASA was forced to shut down their computers for three weeks to check and repair the system at an estimated cost of $41,000.</div>]]></description>

         <description><![CDATA[<div>What: Hackers infiltrated the databases of SingHealth, the largest group of healthcare institutions here. The personal particulars of 1.5 million patients, including the outpatient prescriptions of Prime Minister Lee Hsien Loong and a few ministers, were stolen.<br>Who: Hackers, people of Singapore, and a few ministers<br>Where: Online<br>When:&nbsp; May 1, 2015, to July 4, 2018<br>Why: The hackers collected the data probably to sell it. Also, The SingHealth cyber attack happened because of lapses by employees and vulnerabilities with the system. Ultimately, the breach into the public healthcare group’s database was preventable even though the attacker was skilled.</div><div>Besides lapses among employees, the committee repeatedly highlighted that those in charge of network security were not pro-active and did not see the need to conduct frequent security checks.<br>How: They hacked.</div>]]></description>
