The strategy projects will probably spend $1 billion on transport infrastructure over the next 10 years, $206 million would be assigned to 101km of major cycleways (though at least half could be refunded by the NZ Transport Agency), $44m for Accessible City central city transport projects, and $295m for road and footpath smoothing, repair and resurfacing.

The five-storey building, on the corner of Colombo and Gloucester streets, will be the largest library in the South Island and a third larger than the city's former central library, which was demolished after the February 2011 earthquake.

    It will feature up to 100 computers, an innovation zone for trialling new technology, 3-D and laser printers, music, film and video editing studios, a 200-seat community arena, a children's play zone, an outdoor roof terrace, a reading room and a cafe.

    A government working party estimated the restoration cost would be about $104 million.

    Clean up work will start on the derelict cathedral at the end of July and could take months as it involves removing asbestos-contaminated rubble.

    The $38.6m QEII Recreation and Sport Centre opens mid-2018.

    Victoria Square will reopen in March following a $6m restoration.
