How do we promote culture shift toward equitable inquiry within an institution/organization?

I was interested in learning about different approaches/examples where cultural shift toward question formulation was able to enable equitable participation for all stakeholders (both internal and external to an institution). It seems obvious that there is value to this process but it definitely challenges long-held beliefs and norms around 'expertise' and 'power' and who should pose the questions (and decide which questions to pursue).

I appreciated that discovering and prioritizing questions together (or not) could reveal how a group might collaborate on solutions (or not). It occurred to me that a individuals might find ways to collaborate in a group on some (but not all) questions while retaining ownership of their own as well.
