Why it happened: An entire population was taken hostage by the Tamil Tiger. They were  used as human shield which forced a mass migration eastward. People attempting to flee were immediately shot by the Tigers. Non-Arab Muslim groups led the rebellion. They didn't attack the rebel forces -- instead they rebelled against the Arab government. The government then started targeting non-Arab tribes, even if they were civilians. They then sent out Arab militias to kill everyone in villages, and destroy the communities. The government would also attack civilians by dropping bombs from the sky.
