All colonial officials were appointed by either the Lords Proprietor prior to 1728 or The Crown afterwards.​

Many North Carolina colonists where upset because they felt like they didn't have a voice in government. People from different countries settled different regions in North Carolina and this lead to differing cultures and loyalties.  The Eastern lowlands were settled by mainly English and Scottish immigrants.  The uplands were settled by Scots-Irish, English and German settlers.
