The verses in Alma 3:4-19 say that the Lord created the curse of blackness as a distinguishing mark and the point of that mark was to prevent the mingling of the righteous and the wicked. 2. It was not because God hated them.

The Lord speaks through Jacob, saying that while the lamanites were marked by the sin of their ancestors, they were soon to become more righteous than the Nephites. Jacob commands them to not separate or avoid based upon the appearance, but to remember their own sins.
The message is that God will cause divisions in blessing and 'cursing' in lives...for his own purposes. But for us, we are called upon to be careful of our sin, and to love all people even as God loves all his children
