You may appreciate the dire plight of the Filipino farmer when you consider the absence of government help in terms of better crops, fertilizers, effective irrigation systems, and technology/farm mechanization. The crops that have been sown or are ready to be harvested are destroyed by typhoons (20 typhoons on average annually!) and accompanying floods. Sadly, crop insurance is not widely used since the premiums are too high for farmers to afford.
