According to Ruben Rubio, the largest issue affecting the output of crops in the Philippines is the farmers' declining income, which discourages their children from working the land and causes more and more fields of rice, corn, pineapples, etc. to be abandoned. You may appreciate the dire plight of the Filipino farmer when you consider the absence of government help in terms of better crops, fertilizers, effective irrigation systems, and technology/farm mechanization. The crops that have been sown or are ready to be harvested are destroyed by typhoons (20 typhoons on average annually!) and accompanying floods. Sadly, crop insurance is not widely used since the premiums are too high for farmers to afford.

source: https://www.quora.com/What-are-issues-on-crop-production-and-development-in-the-Philippines
