This comic strip is ironic because the image is in black and white. Most people would assume that the coloring is just the artist's stylistic choice and it doesn't have any relevance to what's being said. Given the assumption the audience made about the irrelevances of the color, the contradiction is surprising and therefore funny. You want people to take accountability and be motivated to create change. The catch is you have to do that without blaming anybody, over complicating solutions or problems and make the audience feel comfortable. Using comedy is a great way to approach this.
