Something I have seen teachers do at my school is providing side by side translations of complex texts. If the focus is on a certain standard, let's say citing evidence, then the means of instruction offers some flexibility. If the student is able to read the text, or even excerpts, in their native language, they will understand that text enough to later cite evidence, which is the standard you are assessing. This is an example of a practice that can be inclusive of students struggling to understand, particularly newcomer students.
