         <description><![CDATA[<div>State Issue:<br>- The Obama administration took a soft approach to the drug, essentially letting states legalize as long as they met certain criteria.<br>-Marijuana merchants are protected by a provision in the federal budget that prohibits the Justice Department from spending money to block state laws that allow medicinal cannabis<br><br>Federal Issue:<br>-legalization at the state level is no longer enough for drug policy reform.<br>- federal law makes it legal so pot businesses can’t claim certain tax deductions and easily access banking.<br>-Since marijuana is illegal at the federal level, the change will let federal prosecutors go after state-legal marijuana at their own discretion <br><br></div><div><br></div><div><br><br></div>]]></description>

         <description><![CDATA[<div>I believe that the legalization of recreational marijuana should be up to the state. I believe that marijuana isn't on the same scale as other hard core drugs such as heroine and cocaine. The federal government has control over such drugs, and since to me it isn't on the same scale it should be up to the state level.&nbsp;There is also evidence that shows how states that have already legalized it have benefited financially. For example, "Colorado had a 15% tax on wholesale price, 10% tax on retail sales price, state sales tax of 2.9%, any local taxes; these combined make the effective rate about 29% . State as well as individual cities are using a good chunk of this revenue to support programs to help shelter and feed the homeless." according to accurate tax.</div>]]></description>
