Williams notes that the word "country" has many definitions: not just "country" as in sovereign western nation versus the rural parts of said nation, but also the various connotations of each definition. "Country" can refer to rural, pastoral life, backwards religious fanaticism, wholesome and natural values, and so forth. Additionally, "the city" also have an equally complicated set of definitions and associations.

What gets counted as culture?

At the time, the common academic conception of culture was that culture was only defined as the social practises of the elite social class. Fine arts, music, opera, and academia were all part of "culture", but the practises of those outside the elite didn't count; they were "uncultured".

Williams challenged this idea, stating that the social customs of people outside this elite class do count as culture, just a different flavour. Williams popularised the idea of there being different kinds of culture outside the social elite, creating the idea of "high culture" (of said elite) versus "low" or "popular culture" that is enjoyed by the masses.
