Allowing the formation of self governing bodies such as the one in Plymouth but enforcing strict trade laws. I say that because through all the laws imposed on the colonies you can start seeing the similarities. Laws were made to control trade in the colonies to benefit England's economy rather than rule their governing body which was taken care of by their loyalty to the monarchy. We can start seeing this during the start of salutary neglect. Strict enforcement of laws being avoided allowed the colonists to create self governing communities in the Mayflower compact and representative assemblies in Jamestown. And since there weren't strict enforcement's on who they could trade with American merchants were able to flourish. As Mercantilism became a large ideology in Europe. England then enforced navigation acts to control how the colonies spend their money to benefit the mother countries economy. But the colonists made efforts to make sure that governing wasn't done by England which sparked rebellions to regain control such as the Boston rebellion which caused the fall of the Dominion Of New England.
