The paper provides important empirical insight to how the effects of welfare reform undermine individuals' and families' tolerance to shocks. Also highlights how reform diminishes the informal safety net of family and kin support as well as the formal safety net of benefits. Comments in the paper on council tax freeze begs question of whether this policy is still viable in the current and coming climate of reduced central government funding.

Useful to have more space to consider wider debate on austerity versus fiscal stimulus choices. See Simon Wren Lewis argument in LRB Feb 2015 issue. He argues that austerity choice led to £100 bn being lost for ever by delaying recovery from recession.
