Japanese planes also bombed a U.S. gunboat, Panay, but the United States seemed not to care and quickly accepted their apology. Roosevelt makes his "quarantine" speech, where he proposes the idea of democracies around the world, quarantining the aggressors. However public opinion was very negative and he dropped this idea.</div>]]></description>

         <description><![CDATA[<div>A strip of land in Czechoslovakia, Sudetenland, was a target by Hitler, because he insisted he had the right to take this land, since it's citizens were mostly German-speaking. After this leaders of the league of Nations met with Hitler and Mussolini in Munich to maintain peace. To satisfy both parties Hitler was allowed to take this strip of land unopposed. Roosevelt argued for neutrality but increased military and naval budgets by 2/3.</div>]]></description>
