         <description><![CDATA[<ul><li>SC staff potentially not aware of programmatic or operational benefits of integrated programming</li><li>Field sector teams often managed by sector heads in first phase – sector heads not driving integration from the Country Office</li><li>Some sectors have continuous turnover of beneficiaries (NFI) while other sectors plan for set beneficiaries (Health, Nutrition, WASH)</li><li>Sectors in silos during project cycle (assessment, design, implementation)</li><li>Single sector proposals submitted</li><li>Organizational push for quick delivery</li><li>Pressure to take quick decisions – missing out on opportunities</li><li>Donors may have priority sectors and geographic areas and look to divide up their funding amongst partners based upon their portfolio analysis</li><li>Coordination – generally it is a first come, first served environment and so single sector response agencies may disable late-coming multi-sector agencies such as SC&nbsp;</li><li>Organization does not prioritise and therefore demand accountability for integrated programming</li><li>Donor may need to be persuaded</li><li>Reduced reach (because beneficiaries receive a complete package)</li><li>Impact hard to monitor</li><li>Not always the quickest approach</li><li>When an integrated approach is new, it may slow things down</li></ul>]]></description>
