         <description><![CDATA[<div>Not necessarily. There are still groups that support NCLB's blurry definition for collaboration. This is centered on differentiated instruction, group problem solving, and behavioral consultations. This also emphasizes inclusion and enforces non use of labels, minimizing the need for SPED as it applies to resource settings. (However this also still needs IDEA provisionals that hand out money to related general education classroom efforts that relate to special education needs. </div>]]></description>
