On the whole, to be born as late as possible would seem to be preferable - as advances in healthcare, access to education/opportunities and reducing discriminatory attitudes and practices would seem to benefit the 'many'. I think I would choose to be born in the present day. I would argue that overall, the standard of living has increased for the majority of the global population (although this does not necessarily make the experience of poverty 'easier' due to the consequences of technological and social developments, environmental impacts for example). These attributes and our environment all contribute to our access to opportunity, which governs our life trajectory. I also think the movement away from racism, sexism, colonial/expansionist mindsets, and general intolerance has more legs than it did earlier in the century (thanks to various social movements during the century). Still, this question is difficult because I could be born to a wealthy and healthy family in Switzerland, to a homeless drug addict in Kentucky or a starving mother in Yemen. Although we often hear that inequality is increasing, the overall standard of living for most people has also increased. However, although changes have occurred, these issues are maybe just expressed differently, and as with economic inequality, I believe it really does matter where you are born and into what circumstances. Although inequalities are still present, arguably recently exacerbated by the Covid-19 pandemic, I believe they are still less prevalent compared to other time periods in the last 100 years. Specifically, there is greater access to healthcare and technology and higher standards of living in the present day than say even 30 years ago. However, it can be argued that these improvements are only relevant to "more developed" countries in the "global north". Inequalities, in particular regarding healthcare, technology, gender, civil rights and racism have potentially experienced no improvements in the last 100 years in "less developed, third world countries in the global south". It is important to note that individuals’ experiences of inequality vary particularly in terms of race, class, and gender. If I had no prior knowledge of my current socio-demographic characteristics, I would choose to be born in the present because, although there is still a substantial way to go in achieving greater equality in regards to race, class, health and gender, we have made some progress in the last 100 years (however not nearly as much as we should have and should hope to see). However, I think the ‘where’ you are born is also as significant as the ‘when’. Economic, cultural and social changes don’t happen across the world in one singular wave, places change, and sometimes regress. The ‘where’ you are born can affect your ability to move across the world, your access to health care and your access to education. The modern days are more effortless than last 10 years or 20 years. Today everything comes handy with the advancement of technology. The internet opens up the world to an individual who is either sitting in a village or a city. Everything is sophisticated, well connected and  customised for the person who is handling the technology associated. Apart from technology- health, education and leisure has came to great development and there is cultural integration everywhere. With improved health care and education standard of living has also became decent.

While going back to 1990s it was the time of adjustment with all the changes happening socially, culturally and economically. Capitalism was spreading its wings, cultural integration saw fewer opportunities to find its own ways down the road. Alternate media, mobile phones, internet were new to people. There were times of struggle to get familiarised by the change. People’s income were changing and getting into a stable jobs, yet poverty hung around most households. Education and Healthcare had only a small share of reach to all sectors of the society. 

Compared to last 20 years, life became comfortable for people with  necessities are available in their fingertips. Again, it cant be completely categorised as easy, it's challenging in its own ways. With globalisation and market economies, choices increased but income remained almost same, education and health care became expensive. Social inequalities still haunt the people. Economic conditions are not always favourable with persisting unemployment and inflation. Again 2020 will be better than 1995, when advantages of technology in the domains of healthcare, education and everyday life can be gained without the struggles of getting adjusted to the changes.

First, according to the report of the World Bank, 'the global Gini index rose steadily by around 15Gini points between the 1820s and the early 1990s'. From that, we can see that inequality was increasingly intensified at that time which was probably due to the Industrial Revolution. Hence, the early 1990s is excluded. After that, the Second World War is another important time signpost. As Robert H. Wade said in Great Escape And Great Divergences, there is a prominent slowdown in the growth rate of GDP per capita during the half-century after the Second World War. Thus, the year before 2000 is excluded either. The crash of 2008 brought about a great influence on the world scale. Therefore, I may be better born after 2008. Also, although climate change is upon us, we have the capability to slow things down, and repair some of the damage that has been done, this too is down to science and education.
