But his statement didn't include drawing out blood which is why shylock retards back to trying to get back his 3000 ducats. But he previously also specifies that he wanted ONLY the pound of flesh not the money. Since taking a pound of flesh would also mean killing shylock, it broke the rule of no harm to the people of Venice. This gave Antonio the right to make choice to put conditions on Shylock. Instead asking for Shylock to be killed he just asks him to follow some conditions. Hence everything done to Shylock was fair and by the law.
