This is a photo of Germans attempting to become Americans, The USA was skeptical about this topic mostly because they were thinking that the Germans trying to get in were still loyal to the Kaiser. Even though in some cases this couldn't be more wrong and they were trying to get away from the Kaiser in search of more freedom in a new country. As a pushing affect the immigrants were getting pushed out of their country because of the Kaiser, and a pulling effect in this case could be that the USA has more freedom in what people do.

Link

The immigrants were pulled to America because of what they have heard from Germans who already lived there. Once they got here they started working as jewelry makers and starting up breweries which they introduced to America. They were also pushed out because of land seizure, unemployment and failed crops causing the need for more money and a better life. Link

"Out of due respect for the dignity of the individual, even — or especially — in a democratic society, the majority must refrain from imposing its almighty will on the minority, and it must never attempt by majority vote to regulate or legislate on questions what we eat and drink, how we dress, what books we read, how we spend our leisure time, and in what kind of schools we send our children."— Republican Congressman from St. Louis, Richard Bartholdt, in an address to the German-American Teachers Association in 1909.
This quote is about how German-American teachers and how they should teach, the Germans came to America because they were fleeing crop failure, rising taxes and many came to the U. S. because it was perceived as the land of economic opportunity to become very rich others came for the freedom that the USA offers such as Religion, Speech, Press, etc.
Link
