Henry Clay persuaded congress to pass the Compromise of 1850 and had 5 parts, California to be a free state, slave trade outlawed in D.C. (not slavery), the remaining land from Mexico become New Mexico and Utah and let the people decide with popular sovereignty, pay Texas $10 million for giving land claims to New Mexico, and strengthen fugitive slave acts. The Northerners could no longer help slaves escape the South and gain freedom going against what they stood for.
