The Articles of Confederation was written by John Dickinson. The purpose of this document was to create the first government completely away from Great Britian for the United States. Some of the problems in the type of government this document was the fact that there was no executive branch. The central government could not collect taxes and the states did not   have to pay them. No federal judiciary to settle interstates dispute.
