The Force Publique was an army that was created for King Leopold's new State. Force Publique was constructed of European officers and soldiers from sub-Saharan Africa and communities elsewhere. It was a group of mercenaries that worked for Henry Mortan Stanley in 1879. Officially working for Leopold in 1888 as the Force Publique. The Force Publique was there to Force the Congolese to harvest the rubber and other valuable resources.

The Force Publique is guilty for harming, abusing and murder of 10 million Congolese natives. King Leopold ll had been the one who commanded to harvest the rubber and the take the Congo for his own profit. The army had been the people actively killing and they chose to side with Leopold. The army is guilty because they had hurt and fought against the rebels and natives even when they had the choice to side against Leopold with the rebels. Another fact, Leopold never even entered the Congo once the Force Publique committed the murder of 10 million.

Some soldiers enjoyed and wanted to hurt and cause pain to these people.

As we stated the army had a choice to side against King Leopold's request and orders, but many found it entertaining or completed without second thought. King Leopold ll never entered the Congo and the force Publique was also required to use the Congolese as slaves to harvest the rubber, not Leopold or consumers. The Force Publique is guilty.
