TITLE: DA to help develop IP lands in Davao

KEY CONTENT: In order to give Indigenous Peoples (IPs) the ability to develop their ancestral lands, the Department of Agriculture (DA) 11 (Davao region) will work with other agencies. It will be a convergence endeavor with the goal of showing how essential agricultural land, forests, and other natural resources are to their ability to sustainably subsist. The planned Ancestral Domain Development Areas have previously been considered by Davao and other stakeholders (ADDA). The ADDA project will work to reduce the IPs' significant reliance on unprocessed forest resources, including both timber and non-timber, by providing technical support, packaging, and social marketing, as well as creating products for the ancestors' domain in accordance with value chain concepts.

TITLE: The subversion of the Philippines’ Indigenous People’s Rights Act

KEY CONTENT: There are 16.5 million indigenous people living in the Philippines, or around 15% of the country's 110 million people. One of the world's most progressive laws of its kind regarding the treatment of indigenous people is claimed to be the Indigenous People's Rights Act of 1997 from the Philippines. According to IPRA, indigenous peoples were granted the following rights to their ancestral domain: the right to develop lands and natural resources, subject to any pre-existing property rights within the ancestral domains; the right to remain in their territories, except when they have given their free and prior informed consent; and the right to be subject to the Philippines' power of eminent domain.

Lumad communities have responded to these attacks by taking the battle to the government's own doorstep. A few years back, they evacuated en masse to urban centers like Davao City and Manila, not only to flee the dangers posed by the military, but also to bring awareness of their situation to a broader audience, and make alliances that would support them in their cause. This is where the second key to Lumad efforts of environmental defense and conservation comes in: solidarity.

The three books, Pagkilala, Paggalang and Pagtaguyod, depicting the cultural-pluralism among the country’s indigenous sectors were published by the National Commission on Indigenous Peoples under its Project Epanaw, launched last March 14 in Davao City.
The books which were published also included the history of their ancestral lands in the Philippines, all the more adding importance to the details and worth of the environmental land, to the indigenous people and tribal minorities.

Political family and their goons have been encroaching on ancestral lands unlawfully for many years, causing thousands of deaths. In support of the Indigenous Peoples of the Philippines, who have suffered for many generations, PAHRA calls on the country's future leaders to make respecting, protecting, and upholding all indigenous peoples' rights to their ancestral lands, as well as the integrity of their way of life and culture, a top priority by fixing the country's broken, nearly inoperable institutions and the integrity of their livelihoods and culture.
