Because of this, we believe she should be referred to special education. 
2) The major difference is on one test she scores far below average where the other she falls into the average range.
3) She could have a low confidence in her academic ability which could effect her performance in other academic areas. 
4) We would chart her actions during class on an average lesson day as well as during a testing day (end of unit test). We would then collect her work and chart patterns to determine where she struggles.
