- The sharing in shortages and equal priority use of water also would need to be revised. This is due to the ranking of the water user.
- Water rights are not dependent on the land ownership on the river due to the right to divert the water away from the water source. 
- Rights not lost during the non-use time also needs to be adapted. Storing water seasonally should also be considered an option because there is not consistent rainfall year round.

Riparian rights state landowners can't move water too far away, which would not work in dry places.

smaller streams can't support the infrastructure for large scale farming, it would be unsustainable.
